A 1,487 ha plot of land is for sale in Čiekurkalns, on Kadagas street 3, next to the State Revenue Service building. A local plan has been approved for the plot of land, according to which the functional zoning for the area of Kadagas Street 3 is the Mixed Center Building Area (JC72). The main types of use of the territory: construction of office buildings; construction of trade and/or service facilities; construction of tourism and recreation facilities; construction of cultural institutions; construction of sports buildings and structures; landscaped public outdoor space. Types of additional use of the territory: transport service infrastructure (buildings for ensuring transport traffic, including garages, separately arranged open parking lots, parking lots, multi-storey parking lots).
Construction intensity - up to 160%. Building height - up to 18 m. The minimum rate of free green area - 10%.
Implementation of the local plan can be done by developing construction projects and carrying out construction in accordance with the requirements and solutions of this local plan. Before starting the construction process in the territory of the local plan, the engineering preparation of the territory must be carried out. In the 1st stage, the development and implementation of the construction project for the landscaping of the territory with parking lots is allowed.
The territory of the land plot has a flat terrain, is not built up and landscaped.
The local plan intends connecting the territory to centralized water supply and sewerage networks, as well as to centralized electricity supply networks. In the streets adjacent to the territory, a DN 300 mm water pipe has been built on Kadagas Street and a DN 560 mm domestic and industrial wastewater sewer collector on Talejas Street. A new transformer substation with a 630kVA transformer is planned to be built in the southern corner of the territory.
It is possible to provide the territory of the local plan with centralized gas supply from the Ķīšezera Street distribution gas pipeline with a pressure of 0.4 MPa. It is also possible to connect the local planning area to the centralized heat supply networks of JSC "Rīgas Siltums". Dn800 ductless heat networks have been built on Talejas street adjacent to the territory.
In the territory, it is necessary to ensure the preservation and cleaning of the communal drainage ditches.
A building proposal for a shopping and entertainment center has been developed for the local planning area of Kadagas Street 3. The planned area of the object is ~7500 m2. The planned object is designed with variable height of building volumes - with a three-story volume facing Kadagas Street and with a one-story volume in the depth of the land plot. Entrances to the territory are planned from Kadagas Street. If the municipality builds Ungura Street in the future, an additional connection to Ungura Street is also possible. It is planned to have parking spaces for ~186 units of light vehicle transport, three buses, as well as bicycle parking spaces at the main entrances to the new building. The new building will have a commercial area of ~3600 m2, a cinema with five halls and 460 seats, and two restaurants with 150 seats.
According to valid local plans, the existing situation in nature and in accordance with the existing functional zoning of the city of Riga, in the vicinity of Kadagas Street 3 area mostly residential and public (office buildings, etc.) are planned to be built. To serve the needs of residents and employees, a recreational, service and commercial facility is needed, which is planned to be created in the territory of the local plan.
